When Koch went to develop the land to the East of the plant for Phase III it was determined that the soil conditions were not suitable for building upon. UISC proposed the idea of using the land directly to the North of the site for suitable fill, which ended up saving significant time in the schedule, as well as future trucking costs in the event the next phase could not be constructed on the East side of the facility.
